REGULATIONS FOR

KADIR HAS UNIVERSITY CENTER FOR ENERGY AND SUSTAINABLE DEVELOPMENT 

 

PART I

Aims, Content, Basis and Definitions

Aims

Article 1 - (1) The aim of these regulations is to stipulate the principles and guidelines concerning the objectives, fields of activity, and administrative units of Kadir Has University’s Center for Energy and Sustainable Development as well as indicate these units’ responsibilities and modes of operation.

Scope

Article 2 - (1) These regulations contain the provisions concerning the objectives, fields of activity, and administrative units of Kadir Has University’s Center for Energy and Sustainable Development and indicate these units’ duties and modes of operation.

Basis

Article 3 - (1) These regulations are prepared in accordance with the tenets stipulated in the 2nd sub-clause of the (d) item of the first clause of Article 7, and Article 14 of Higher Education Law 2547 dated 4/11/1981.

Definitions

Article 4 

(1) In these regulations, the meanings of the following terms are:

a)      Advisory board: Advisory Board of the Center,

b)      Center: Kadir Has University’s Center for Energy and Sustainable Development,

c)      Director: Director of the Center,

d)      Rector: The Rector of Kadir Has University,

e)      University: Kadir Has University,

f)       Administrative Board: Administrative Board of the Center.

 

PART II

Objective and Activities of the Center

Objectives of the Center

Article 5 – (1) The objective of the CESD, where experts from various units and disciplines work, is to conduct inter-disciplinary education and research activities at the local, regional and global level on energy issues relevant to Turkey and its environs, and to share the information, commentary and analyses that are the outcome of these activities with the national and international public and thus to contribute to sustainable development.

Activity fields of the center

Article 6 – (1) The center conducts activities in the fields below in order to reach its objective:

a)      Contributing to and improving the ongoing courses and research being conducted in the field of energy systems engineering and related departments at the University.

b)      Starting, coordinating and ensuring the flow of inter-disciplinary research activities in the field of energy by using the present research potential in different departments of the University.

c)      Launching and conducting inter-disciplinary graduate education in the field of energy at Master’s and PhD levels in coordination with different units of the University.

d)      Organizing education programs, short courses, certificate programs, workshops seminars, conferences and congresses in the field of energy, developing and guiding research and consultancy projects, and developing collaboration and synergy with stakeholders from within and without the University.

e)      Following the national and international developments and calls for projects in the fields of energy, and thereby to ensure timely and full information sharing.

f)       Collecting national and international regulations, judicial decisions and other written and visual documents in the field of energy, and to publish in Turkish and foreign languages on these subjects and contribute to such works.

g)      Notifying the University personnel and students about domestic and international activities in the field and encouraging participation in these activities.

h)      Creating relationships and collaborating with domestic and international institutions and organizations that are influential in relevant fields, and with national and international research, implementation and education institutions, institutes and the like in foreign countries.

i)        Preparing an environment conducive to the exchange of information between industry and the University.

j)        Encouraging the spread of an entrepreneurial and innovative approach in the energy sector by organizing various activities and competitions.

k)      To encourage patent and license applications through the evaluation of research project outcomes and the claiming of intellectual rights.

l)        Guiding entrepreneurs and innovators from inside and outside of the University by creating an incubation center where opportunity to turn ideas into business can be found, and providing support by functioning as a technology transfer office at the commercialization stage of these projects and patents.

m)   Establishing archives, library, audiovisual and other information and implementation facilities in the research areas, following national and international publications in the field and ensuring their purchase for the Center.

n)      When necessary, creating temporary or permanent commissions and work groups to conduct research, surveys and similar work in the field of energy.

  • o)      Providing legal consultancy and expert witness services in accordance with Higher Education regulations. 

p)      Conducting other activity in line with the objectives of the Center.

 

PART III

Administrative Organs of the Center and Their Responsibilities

Administrative Organs of the Center

Article 7 – (1) The administrative organs of the Center are comprised of the Director, Administrative Board and the Advisory Board.

Director

Article 8 – (1) The Director is appointed for three years by the Board of Trustees with the recommendation of the Rector. The Director can be selected from among the salaried faculty members of the University or, he/she can be an individual from outside of the University who is an expert in his/her field and can contribute to the activities of the Center. The Director may be re-appointed. In situations where the Director is not carrying out his/her responsibilities for longer than six months his/her appointment is terminated.

(2) The Director proposes one person for the approval of the Rector to be appointed as the Vice Director to help him/her in the activities. Once the period of office of the Director is complete, the period of office of the Vice Director ends as well.

(3) When the Director is not on duty the Vice Director acts as the Deputy Director. The Director appoints the necessary staff for the efficient functioning of the Center with the decision of the Administrative Board and the approval of the Rector.

Responsibilities of the director

Article 9 – (1) Responsibilities of the director are as follows:

a) Representing the Center.

b) Ensuring the conduct of the activities of the Center, observing and supervising these activities, and in cases of necessity developing corrective actions.

c) Appointing staff needed by the Center.

d) Preparing the annual activity plan, program and the budget of the Center and ensure its implementation.

e) Preparing the end-of-the-year activity report and presenting it to the Rector with the opinion of the Administrative Board.

f) Implementing the work plan with the decisions of the Administrative Board and the Advisory Board.

g) To ensure the smooth functioning of the Center.

The Administrative Board and its tasks

Article 10 – (1) The Administrative Board is comprised of members appointed by the Rector for three years from among the faculty members, lecturers and assistants of faculty members who have knowledge and information in the area of energy.

(2) The Administrative Board meets upon the invitation of the Rector at least three times a year with a majority of members attending, while decisions are taken through majority votes.

(3) The tasks of the Administrative Board are as follows:

a) Taking decisions about the Center’s activities and administration in line with the principles and objectives specified in these Regulations and submitting them to the approval of the Rector.

b) Making a contribution by forming decisions in areas helpful to research, publication and teaching.

c) Taking decisions about the Center’s functions.

d) Making all sorts of necessary arrangements about the activity programs of the Center, taking decisions for the activities to be conducted for the development of the activity plans, specifying the principles about the report to be prepared by the Director at the end of each activity period and evaluating the submitted report organizing the work plan for the following period.

e) Specifying the principles about the awarding of participation certificates, other certificates and similar documents to be given at the end of educational programs.

f) Evaluating and making decisions regarding requests made by the Center in the areas of education, collaboration, research, analysis, publication, activity, consultancy and projects.

g) In cases of necessity, creating temporary work groups about the activities of the Center and organizing their tasks.

h) Specifying the principles and procedures of work to be conducted in collaboration with domestic and international public and private institutions.

i) Evaluating and making decisions on the subjects brought by the Director about the administration of the Center.

Advisory Board

Article 11 – (1) The Advisory Board is comprised of administrators, faculty members or lecturers of the University who have knowledge and experience in the area of energy as well as individuals from outside of the University who can contribute to the works of the Center with their knowledge and expertise. The Advisory Board members are appointed by the Rector upon the recommendation of the Director.

(2) The period of office of the Advisory Board members is three years. Advisory Board members may be re-appointed. When members quit before the end of their period of office new members are appointed by the Rector for the remaining period.

(3) The Advisory Board is presided over by the Rector. When the Rector is not present the Advisory Board is presided over by the Director of the Center. The Advisory Board has a regular yearly meeting called by the Director.

(4) The task of the Advisory Board is to give opinions, evaluation and advice about the activities of the Center.

PART IV

Other and Final Provisions

Need for personnel

Article 12 (1) The Center’s academic, technical and administrative staff needs are met by the personnel appointed by the Rector in accordance with the 13th article of Law 2547.

Implementation

Article 13 - (1) These Regulations become valid on the date of their publication.

Execution

Article 14 - (1) The legal provisions of these regulations are executed by the Rector of Kadir Has University.
